People/History: The city of Khabarova lies atop the ruins of an ancient metropolis. The city is known for the… sludge and smog slowly leaking from beneath the ruins below the city. The smog poisons the water and air, making the people sickly and somewhat frail. Or it did, the people have adapted, they wear heavy garments (rarely is any skin showing), and special filtered breathing masks to cut out the smog.
What keeps the city prosperous is the other resources found in the old city. Metals, materials, or even lost knowledge or lore that are steadily pulled from the old city below. And of course her army.
Law/Society: The people of Khabarova are strangely two sided. In public they are reserved, distant, even cold. But indoors, with windows and doors all but sealed against the fog and smoke, they become much more at ease and loose. A true sign of friendship is to be invited to into someone’s home.
The city is ruled by a traditional noble family, military generals and admirals have great prestige.
At War: Khabarova is a terror on the field of war. Rank after endless rank of ruthless, well trained infantry, stabbing with spears and firing with crossbows. War is the primary method of Khabarova diplomacy.
